Nokia is claiming that the $1 billion it has paid to Qualcomm over the course of the last 15 years to use certain wireless patents means it should be fully paid up. Nokia insists that it be allowed to use the patents royalty-free moving forward. Qualcomm disagrees. The two companies struck cross-licensing agreements regarding these patents in 1992 and again in 2001. The second agreement expired in April 2007. Nokia and Qualcomm have not been able to resolve how to move forward and have legal fights pending in multiple jurisdictions.
